Why can't I send a picture with a text message?

Have a motoG running android 5.1 that refuses to send a text with a photo attached. Contacted Consumer Cellular and they only say that it is a problem that showed up after the upgrade to 5.1, may be connected to a wifi issue. We tried sending without wifi, but the results were the same. They could only say wait for the next software upgrade.

When will that occur? Is there anything else that can be done?

Have you tried using a different messaging app like ChompSMS or Textra?

Consumer cellular does not support any phone that does not come from them. I have two phones on CC (one Windows, one Android) and even after spending hours with their techs we never could get either phone to send or receive a picture with a text. I ended up getting a Cricket account and now have no problem.
