why can't I send text messages send with a photo S5Active

I can text and receive photos, but I cannot send text messages if I have a photo attached. camera - screenshot - whatever - won't work.
I have made the photo size be the smallest possible and it says compressing and then it tries to send it for a while and just says operation failed. Unable to send. I have done a hard reboot by removing the battery - it didn't help.

Welcome to Android Central! Is mobile data turned on? Which carrier do you have? Have you checked to make sure your APN settings are correct?
