Why can't I transfer files from my laptop to my phone?

When I connect my phone to my laptop (windows 10) via usb I can't transfer files from my laptop to my phone. My laptop recognizes the phone and I am able to see the files on my phone in windows explorer however when I try to copy files from my laptop to my phone SD card either the transfer window doesn't show up at all or it shows up but the progress bar never starts and stays empty.

Which phone?
Which version of android?
Which carrier?
The phone's USB connection is set to MTP or "all files" or the like, correct?
You might check with the phone maker's web site to see if they have a special USB driver for accessing the phone.
