Why can't my Samsung Mega 2 on ATT make calls?

[AC Question]

Samsung Mega 2 on ATT can't make calls.

Updated to Samsung Mega 2 on ATT. Phone won't complete calls, get an Out of Service Area message. Tech tried to fix and then calls seemed to go through but no sound on either end. No one seems to have an answer.

Welcome to Android Central! Have they already tried a replacement SIM card?

There is no sim problem I have the same problem with my phone from Bell Canada, I did try many sim cards and I can't find the solution yet, I tried various custom rom and I have the same problem.
