Why can't windows find the drivers to enable bluetooth connection between my PC and android phone

I have purchased a dongle to allow Bluetooth on my PC. The dongle status is 'working properly' my PC recognises my phone an initiates installation but then states that the installation cannot be completed successfully as drivers cannot be found. My phone (ASUS_T00J(A501CG) links normally with other Bluetooth devises e.g. my car.

And remember, most Windows Bluetooth connections to a phone only have a file transfer protocol - you can't, say, use the phone to hear PC audio.
