Why do I get voicemail notification popups to call *86 with no voicemail?

Voicemail notification pops up to call *86 with no voicemail

Hi guys
I am helping out a colleague.
He has a Samsung Galaxy S3 from Verizon.

He is constantly getting a voicemail notification to call *86, but he has no new voicemails.

I don't know what he has and has not set up yet but he wants to get an IPHONE NOW!

What can I do to save him from making this horrible mistake and get this notification from continually popping up!!

Is his voicemail inbox set up? Has he contacted Verizon about this? Sometimes the carrier has to reset something on their end to stop notifying the phone about a voicemail that has already been heard. I doubt it's related to the phone.

He has notified Verizon and they were useless.

Tell him to try this: https://community.verizonwireless.com/thread/794175. Remind him that getting an iPhone won't necessarily fix this problem, since it's more likely a network problem than a phone problem.
