Why do I have immense delay for incoming messages?

I'm on a Motorola ATRIX MB860 running Gingerbread 2.3.6, and starting a couple months ago, most (yes most) incoming text messages to my Telus phone number have a delay ranging between 12 minutes to an hour. The weird thing is, I have an AI installed on my phone (notifies me of incoming messages), that periodically tells me I have a new message repeatedly as soon as the other person sends the message, until I either get the message and notification from the android system or until I guess it times out. SO my phone receives the message but it doesn't notify me or allow the message to appear until some time has gone by. I also can't exactly refresh the msg app because the default app from android doesn't have that option. HELP PLEASE!
