Why do I have to swipe to turn off my Galaxy S9, but only sometimes?

When shutting down my phone, I sometimes have to swipe the lock screen to turn off the ohone, other times I don't. Is there a way to turn this feature off, completely?

If you have Swipe as the lock screen, if the lock timeout has timed out you'll have to swipe, if it hasn't yet you won't.
