Why do I keep getting repeat notifications?

For example for Whatsapp if there are messages I haven't read yet and don't want to read at the moment, it'll keep reminding me over and over. I have reminders turned off from the accessibility tab, is there no way to turn them off?

Welcome to Android Central! Which phone? Do you actually dismiss the notifications and then they come back? Or do you leave them alone in the notification panel?
