Is this only when you open your browser? It's very unlikely that Android Central is directly responsible for those ads. It's more likely that some app you installed (or some website you visited) contains adware that leads to popup ads. Those ads can draw from a number of ads in the network, and one of them is probably Android Central. But Android Central doesn't control how those ads appear on a device -- it's the ad network.
