Why do I see a flashing cloud icon with an upward arrow?

I've been noticing this for months now - a flashing icon with an upward arrow. This happens periodically throughout the day, it'll flash for a second, disappear, then flash again. I don't know what it is and it makes me think that someone may have access to my phone (hacked).

At times, my lock/power button doesn't seem to work as well. I'll try to hit the side button to turn off the phone to the lock screen, and I'll ha e to hit it simetime upward to 10x before anything happens. And when I press it again, it doesn't light up to the locked screen, unless, I'm pressing it a few times. This only happens occasionally, too.

I've factory reset my phone, but still happens. Has my phone been compromised? I try not to ever use free wi-fi for this matter.

Welcome to the forums. What phone do you have? Where are you seeing this flashing icon? If on the status bar it probably means that some sync process is running in the background.
