Why do many Finished Android Emulator program still have older Android version?

Hello. So somehow I find that really very funny. All Android Emulator is Android version (4.2.2). Such as Andy, Memu and NOX. I wonder why emulator can not load up-to-date Android OS like Android 8.0 at Andy Emulator. I do not understand that. I'm not sure about Bluestacks, but I'm afraid the Bluestacks also have an older Android version. And that why I wanted to write a question here and ask you why. This is the same as if there were Windows Emulator, and still XP on it today.
 
Why? Because it takes a whole lot of program development effort to port a system like Android to Windows, and no one's going to do it for every update. (And an "effort" - like Andy, Memu or something else - may have been abandoned.)

It's also due to what's called "free enterprise" - Google is free to come out with new versions that run on their phones without guaranteeing that it will work on any other hardware.)

Besides, Android x86 is already at 8.1 rc1. It's only about a month and a half behind at the moment. (The date is 18 June 2018.) Run a virtual PC or repartition to run Android in a separate partition.
