Why does data roaming message keep popping up

After entering my passcode a data roaming message keeps popping up

Welcome to Android Central! Which phone? Which carrier do you use, and what part of the world are you in? If you're not in an area with good signal from your usual carrier's network, then the phone will roam on another carrier's network. Roaming can potentially cost you extra money, which is why you get that warning.
