Why does data stop working when I travel?

On the Galaxy s4, everything works fine when I'm at home in central Pennsylvania. When I travel, I typically make it to Virginia/North Carolina and everything is fine. Once in North Carolina, data stops working altogether. Phone and text work fine. It's consistent every time we travel. Any thoughts on a setting we could be missing? Our local Verizon store has no idea how to solve.
 
More everything talk n text It's a shared planned by both my parents; my dad's phone works up and down the east coast (where they regularly travel). Mom's calling and text works but once they NC down, data doesn't work. They have the same phone, same versions, etc. I'm an iphone user (mostly bc that was what was free for me) so have limited knowledge but compared settings that I see and all appear the same on both their phones (now in PA) and not finding anything else like this online.
 
Do you have a 4G device? Once you get to North Carolina, turn your phone off and turn it back on. Make sure Wifi is disabled when you first boot up.

Old 3g devices had to have the Preferred Roaming List, PRL, updated by the user, using star 228 option 2.

4g phones update automatically when the phone boots up.

Many people never turn off their phone, so the PRL doesn't always get updated when moving from one region to another.
