Why does Google Play say I have no devices (Smart TV)?

Why does google play say I have no devices. (Smart TV)

I have a Samsung smart TV. I'm registered with Samsung & Google but when I try to download anything from google play it says I have no devices. I have tried to when I try to find the device & name the device etc the drop boxes don't open.

Samsung Smart TVs only allow you to use Samsung apps AFAIK
