Why does my car answer my S3 MINI even when it's off?

Car answers incoming calls even when powered off. Did this on my Pantech also. How do I stop this from happening?

Most cars leave the power going for a short amount of time right after you turn the key off. The radio can still have power along with the windows until you open your drivers door.
