Why does my led indicator not work?

When you shut phone all the way down and reboot then the blue led lights normally while booting. When you plug charger in with phone shut all the way done the led glows red and turns to green when fully charged. THE PROBLEM IS: When phone is booted and turned off then NO led will light. Turn phone on with charger plugged in and the screen shows charge. Turn screen off and red led does not light. Led never shows a message even though the blue color DOES work. I have replaced the motherboard with no change. Also has new digitizer.
