Why Does My LTE GNex have a GSM only Setting?

When I go into testing mode (*#*#4636#*#*) and hit Phone information and scroll to Set Preferred Network Type my choices are:

WCDMA preferred
GSM only
WCDMA only
GSM auto (PRL)
CDMA auto (PRL)
CDMA only
EvDo only
GSM/CDMA auto (PRL) - this is what my phone is set to
Unknown

Does this mean my phone can be used as a GSM phone since I have the option of GSM only?

When I set my phone to that it wouldn't make a call and no data. If I set it to GSM auto (PRL) it would make a call but no data.
