Why does my Phone dont boot without charging ?

Hello i flashed Lineage OS on my 2nd phone HTC One (M8) after that my phone shut down and i couldn't boot it without charging on twrp i have this problem too but on Bootloader mode not. Do i need a new Battery or is it not because of the Battery ? Can i use a battery case and use it or would it automaticly stops charging when my phone hits 100 % ?

I would be greatfull for answers !!
