Why does my phone not have APN settings on a samsung galaxy s3

I'm unable to send a multimedia message out but I can receive so I went in to change the APN settings and there is no place for APN settings

If you can receive MMS, you can send MMS - the APN setting is for both.

But you're limited (by the carrier) to 1MB maximum on MMS (some limit you to less). If the file is larger use email. If it's larger than 25MB, post it on a file sharing site or a public folder on a cloud account and text or email a link.
