Why does my phone show that my text has sent when the person never got it?

I enabled the delivery report on both SMS and MMS, I've tried texting a certain person but the delivery report doesn't show and they don't get my texts. My phone say that it's sent. I've tried turning it off and on, turning on airplane mode, taking out the battery and sim card and nothing works.

Your sending it doesn't guarantee their receiving it. It could be your carrier's problem, their carrier's problem or their phone's problem. (Assuming you cn send texts to other people - if you can't it could be your phone's problem.)
