Why does my power button not respond and when I use a trick to turn it off it restarts.

My Samsung J7 V just recently stopped responding when I click the power button. At first it wouldn't let me turn the screen off. It would ask if I wanted to turn the device off. Now it won't do anything. I held down the volume down key and the power and turned it off, but it always restarts even though I click power off and not restart.
