Samsung S4 fails to chime or vibrate when SMS message arrives.

When I send someone a text message, if I do not close the message app, the phone does not chime or vibrate when the person responds. The message appears, but I am not alerted of a new message. If I close the message app, the phone works as expected with the appropriate chime or vibration. This behavior changed when the phone was upgraded to Lollipop. I have been to the Verizon store and the expert there cannot fix it. The recommendation is that the problem will be fixed in the next release. I was hopeful that last weekend's update would have fixed it, but it hasn't.

Is this a scam? I entered a question and initially noticed an update to the number of people who had reviewed the question. But 24 hours later, that screen disappeared and was replaced with an expectation to sign up with android central. So I did, but there is still no answer to my question. Was this all just to get me to sign up for another website, so that I receive even more clutter on my desktop with advertisements?
