Why does my video quality change when i text a video ?

When I take a video on my Galaxy S9 the settings are good (FHD 1080) and it looks good when I play the video back, but when I receive a video in a text or try to text someone a video that I just shot it drastically lowers the quality. I know it does that to lower the size of the file, but is there a setting where I dont have to sacrifice video quality when I share it ?

The size is lowered by lowering the quality.

Either email the video or, if it's too large for that (about 25MB), post it on a file-sharing site (any cloud account) and text the ink to it.
 
Welcome to Android Central! The attachment filesize limit for MMS on most carriers is about 1 MB, so there's no way you can send a video of any kind of quality over MMS. As Rukbat suggested, upload it to your Google Photos/Drive or YouTube, then share the link privately with the recipient.

It also makes a difference if they are unlocked which don't have RCS and carrier version does . Makes a difference on picture quality and video
