Why does my volume drop after a notification

I'll be driving in my jeep, with my s7 Bluetooth linked. While streaming Pandora I'll get a text message and then my volume drops and i can't turn it back up. It says it's at max but i can barely hear it. But then if I skip or go to the next song it goes back up

That might be a bug in the Pandora app. The lower volume is the default behavior for notifications when media is playing, but after the notification comes through, the app playing media should resume normal volume levels. On mine both Spotify and Play Music work this way. Pandora does as well, but in my car, it connects to the built-in Pandora app in the car radio, so can't really try the app alone.
