Why does the galaxy core prime not charge when on and virates when off

I have a galaxy core prime and I can only charge it when it is off and when it's off it vibrates every 4 seconds how do I did this?

That sounds like a phone that got wet - which happens if you bring a cold phone (like left in a cold car overnight) into a warm humid house, or the other way around (a warm phone into a cold car). "Water" damage isn't limited to dropping the phone into a swimming pool - condensation is also water.
