Why does the preset ringtone only work with Default number? Any way to fix?

I noticed that when I set the default ringtone for someone in my Contacts (so I can identify them by their ring), if they call me from any number other than their Default, the phone uses the annoying stock ringtone.

Say for example, in my Contacts, a person has Home, Work & Cell numbers all in the same contact. I then assign the contact a ringtone. If they call me from Home, all is well. But if they call me from Work or their cell, the phone use the phone's annoying default ringtone. Why?

This problem exists both on my father's phone with Android 8.0 and my own phone with 6.0, so this is not a new issue.

Did I do something wrong? Is there a fix? TIA.
 
Because the ringtone is associated with the callerID. The phone can't tell who's using that phone. And the ringtone goes for the default number, not for all 3. (There's a way to notify Google in Settings. Complain. Your problem isn't unique, and their solution isn't a good one.)
