Why doesn't Google Now start up automatically when my phone turns on?

I have the Google Now widget on my screen but every time I turn my phone on there are no cards shown in the widget even though I'm connected to the internet. However, when I scroll up from the home button the cards do refresh and show up. I have a Nexus 4 with Android 4.2.2. Thank you.
