That's not what Device Administrator means in Android. Since Android runs on Linux, the term you're looking for is 'root', and if you haven't rooted your device, no one can get root access. (Android isn't running in Windows, where "administrator" means "can do anything".) Device administrator just gives the app certain additional rights - but not as many as root.
