why doesn't the fibit charge HR not sync with Samsung Galaxy S4?

charge HR was paired with computer and phone
set up the charge HR and it constantly states, "tracker not found"
have to re-install everything on the phone
still states "tracker not found"
read a few complaints & issues with this happening
want to find out more info. before purchasing another fitness tracker

what would be a good tracker to use with the S4?

Welcome to Android Central! Just to be sure, you tried setting it up using the FitBit app, as described on pg 3 of the manual? https://staticcs.fitbit.com/content/assets/help/manuals/manual_charge_hr_en_US.pdf. Maybe it doesn't like it if you set it up both ways (i.e, with the app and with the computer). Try setting it up only with the app.
