Why don't I get notifications?

I'm currently using my Dad's Nexus 4 while he tries out the Nexus 6. He's probably going to come back to this phone, so I decided to set up a second user. Everything is working fine, except for the fact that I'm not receiving any notifications whatsoever. The LED blinks, but I don't get any banners, vibrations, sounds, or anything else indicating to me WHERE the notification is, let alone if I even have one. My Dad's account (the owner) still receives notifications properly. Everything that says "notifications" is on. Literally everything. I have reset the phone countless times and doing a Hard Reset is not an option because of all my dad's data that he can't lose. I can't get Gmail, SMS, or Twitter notifications, which are my most active apps. Please help me

Could your profile have some kind of restriction on it?

I am having the same problem on my Nexus 4. Notifications come through on my other phone but not the Nexus 4. Like the user above, all notifications are on and I am the only profile set up on this phone. No notifications ever come through. I don't even get the LED notifications.

I found out my problem was due to Nova launcher. Once I deleted that and set the default launcher, my notifications started working.
