Why is 3g showing at top when mobile data is not enabled?

Hello. I have a normal huawei p9 and I am not sure why at the top the signal bar shows that 3g is enabled when mobile data is off and connected to the WiFi. I have even tried factory resetting and nothing has worked.

Typically, the g indicates data is off and G indicates it is on.
3G is just telling you you are on an HSPA network as opposed to LTE or GSM
