Why is Chrome on my galaxy tab s3 not like on my tab s2?

I have the exact same Android version on both tablets (current Oreo) and the exact same version of Chrome, but on my S3 the Chrome page is like on my old phone - no multiple tabs showing on the home page, no back and forward buttons (no long press to show previous pages), no refresh button, no toggle icon between regular and incognito modes, etc. What gives?
