Why is my home screen locked on Asus (Android 5.0)?

I cannot move, change or add shortcuts on my home screen because the screen is locked.
I have been looking in the settings but I cannot find the right one to unlock this option.

Welcome to Android Central! Which ASUS phone--the Zenfone 2? Do you mean that you're able to see the homescreen, but just can't add shortcuts or widgets? There's a setting for the homescreen to prevent edits. See here: How to lock Home Screen in Asus ZenFone ? – Asus Updates
