Why is my HTC One Max unable to browse internet on mobile data?

HTC One Max unable to browse internet on mobile data

If connected to wifi, browsing internet works as usual.
If connected to mobile data even with excellent signal, browsing internet via browser doesn't work 9 out of 10 attempts. (Whatsapp, Telegram, Wechat etc works as usual, Facebook and HTC Sense is also having problem)
If connected to mobile data, i set my phone as a hotspot, i connect my laptop to the hotspot, everything works on my laptop.

So I am clueless what went wrong, had tried resetting my phone, issue persist.

Go to Settings>Mobile Networks>Access Point Names​, and edit your APN so that it isn't using IPv6. Now try again.
