Why is my my wireless charger not really charging?

I have a 3rd party wireless charger for my Galaxy S9 that I've been using exclusively for the last several weeks. Recently, it stopped wanting to charge as soon as I put it on and I need to adjust the position precisely. The charger changes colors a few times, the phone responds saying it's charging, and the charger either settles to a green or blue indicator. Green = not charging, blue = charging. Trouble is, when it's green, my phone still indicates it is charging, but might gain ~1-3% battery over a period of 1-2 hours. Occasionally I get lucky and it'll be blue and it will charge at the normal rate, which it did consistently for the first month of ownership. My charge port is damaged, hence the wireless.

Does anyone have any insight into this issue, particularly how the communication protocol for wireless charging works, and why you would reach a state where the phone indicates charging while failing to do so?
