why is my notification window finding it so difficult to be pull down?

Any time I try to see my notification on top of my screen and I try to pull the notification window down it gives me a lot of headache because sometimes it will quickly come and disappear while sometimes it doesn't come at all. Please I need your help on how I can fix it back to its default. Thanks.

Welcome to Android Central! Which phone? It might be a touchscreen issue. I have also found that a really dry finger can cause difficulties with registering a touch, probably related to decreased conductivity.
