have you tried using a different charging block, a different wall outlet, or charging from your computer (Via usb port)?
If you've tried a different battery, a different cable, and a different outlet, a different charging block, and all the USB ports on your computer -- then I would suspect your phone's USB port may be damaged. Sadly, that's a hardware fix meaning it will have to be replaced. Check with a local electronics repair shop to see what the cost would be to repair it. Or if you still have warranty, you could see if warranty would cover it - but that means sending in your phone and being without it while they look at it and decide if it's a warranty issue, or if it's regular wear and tear (or user damage) both of which are NOT covered under warranty.
