Why is my samsung Galaxy A tablet keeping photos?

I have a Samsung Galaxy Tablet A and after I permanetly deleted all my photos a few years ago. But when I look in my Files app then click DOWNLOADS folder it shows them still there after all this time why are they still there?

Because likely you haven't cleared your download history. This is just like on a web browser on your computer. You see your download history.
