why is my samsung galaxy s4 stuck on setup wizard?

My samsung galaxy s4 is stuck on setup wizard and has said please wait while we prepare your phone for almost two weeks now. I have tried powering it off and restarting it but nothing is helping. Please help!

Hi

try powering off completely, the reboot into recovery. Do a wipe of the cache partition (no data loss). then reboot from recovery. See if that works.

My friend locked my phone with trying to enter my password for my lock screen and when he gave it back it said powering off erasing all data. When it turned on again it led me to a hello screen and I followed the directions until it sent me to a setup wizard page. The set up wizard page is simply saying please wait while we prepare your phone, but it has said that for at least three or more weeks already. I have restarted it many times already following the same processes and, I have tried to reboot it from that setting but it still does not change. I do not understand what my phone is doing and why it is doing that please help.
