Why is my system/user data taking up more than half of my internal storage?

[Android Central Question]

I have a Samsung Galaxy A6 with Android 8.0.0. I supposedly have 32gb internal storage space but my system /user data is taking up 22gb. Could anyone tell me why it's using so much space and how I can reduce it? I've tried dialing *#9900# and deleting dumpstate/logcat but it didn't work.
