Why is my wifi always scanning on my Samsung S5?

My wifi is always scanning on my Samsung s5 even though I'm connected to my own wifi

If you open the wifi page, the phone assumes you're looking for another connection and scans. As soon as you close the page, if you have scanning turned off, it stops. (It's like trying to see the refrigerator light off when the door is open - you can't see that page without seeing it scanning.)
