Why is my WiFi turning on automatically when it's off?

I noticed on my Pixel 2 XL in Android 10 that when I turn off my wifi, after a while it turns back on automatically. Even after I checked off all the options that would allow the wifi to turn on by itself, it still doesn't work and just keep turning it on. Does it happen to anyone here? Any ideas on how to fix this?

Yeah it's normal as it remembers home WiFi ,Work ect I'm not aware how to turn it off, if you can .

Which options did you turn off? In the Wi-fi Preferences section of the wi-fi menu, I assume you have "Turn on Wi-Fi automatically" and "Connect to open networks" turned off, right? Also, under the Location menu, is Wi-fi Scanning turned off?
