Why is Samsung Galaxy S4 not receiving calls?

I once added my dad to the auto reject list even though i removed him its made no difference it says my number isnt recognised when he trys calling me ive factry reset my phone the lot no dofference can anyone help

Call your carrier to see if somehow his number was blocked in their system...worth a shot.
