Why is Samsung's Galaxy Note 4 not compatible with Android Voice-to-Text?

I use a dictionary app that on my Note II was able to speak a word and the correct spelling was presented. Now that I have the Note 4, the same dictionary app displays a screen that states "Our voice feature is now powered by Android Voice-to-Text which is not compatible with your device." I then downloaded the Speech to Text app and when I tapped the mic to speak it also showed a statement that my device does not support speech input.
