Why is settings draining so much?

why is "settings" draining so much

In my gs7, when I go into apps, and scroll to each app and look at "battery used since device last fully charged", under settings, "settings" itself is always the highest drain, at around 15% near the end of my battery cycle. Is this normal?

1. That's 15% of the amount of battery used, not 15% of the total battery capacity.

2. Settings uses a lot of battery, but since you hardly ever use it in normal operation, that doesn't matter.
