Why is the camera of my Lenovo S90-t refusing to come up?

When you click on the camera, it will behave as if it is going to come up and hang with black background. When you click on the return button, it will bring out a message "Lenovo SNAPit isn't responding. Do you want to close it? with option of 'wait' and 'ok'. When you click on wait, the camera will just hang there.

Try Settings, Storage, Cached Data, and clear the cache.

Consider also the possibility that a third-party app, if you are using any, may be interfering with normal Camera function. If you can't think of a likely culprit, booting into Safe Mode would test that.
