Why is there a blue cirle with a line 🚫 when i someone calls and i don't even here the phone call

If it happens for everyone, then I suspect you've turned on Do Not Disturb. If just one person, I think Belodion is probably correct. This, like most questions on here, would be significantly easier to answer if you told us what device and network operator you were using.
