Why is there a dot on every application I go on with my galaxy s6

Whenever I go into some applications on my Galaxy s6, there is this white transparent circle with 3 dots inside the circle... I can move it but I can't touch it. Is there a way to remove this? This looks like a toolbox but it's annoying and I want to get rid of it.

go to developer mode....untick the finger holo system...i think it will be there
