Why isn't Google maps fully working on my Galaxy Note 3?

Google maps almost doesn't work at my Galaxy Note 3

If there is no wi-fi connection sometimes it takes several minutes to have a response from Google maps. Sometimes, the response is received momentarily. At the same time, data connection is good, and Google search returns results pretty quick. The same story is with Google voice which I use to make international calls.

change ur accuracy to high then try it hope it will work

Google maps and search work from online databases. If there's no internet connection thy stop working.

If you want Maps to keep working offline, download the map of the area you're going to be in. View maps offline.
